href=\"https:\/\/www.gov.uk\/government\/publications\/never-again-the-uks-responsibility-to-act-on-atrocities-in-xinjiang-and-beyond\/uk-partner-letter-on-foreign-affairs-committee-report-12-july-2021-accessible-version\" target=\"_blank\" rel=\"noreferrer noopener\">denied<\/a>&nbsp;reports that the company is complicit in human rights abuses targeting Uyghurs in China&#8217;s northwestern region of&nbsp;<a href=\"https:\/\/www.axios.com\/2023\/04\/12\/xinjiang-imports-china-congress\">Xinjiang<\/a>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>But new details from an internal review of its contracts with police agencies in the region reveal the company has known since at least 2020 that some of its Xinjiang contracts were a &#8220;problem&#8221; because they included language about targeting Uyghurs as a group, according to a recording of a recent private company meeting obtained by technology trade publication IPVM and exclusively shared with Axios.<\/li>\n<\/ul>\n\n\n\n<p><strong>Why it matters:&nbsp;<\/strong>The Chinese government is&nbsp;<a href=\"https:\/\/www.axios.com\/2022\/08\/31\/china-xinjiang-un-human-rights\">perpetrating<\/a>&nbsp;an ongoing campaign of genocide and mass detention of Uyghurs and other ethnic minorities in the country&#8217;s northwest region of Xinjiang.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Procurement documents reportedly&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/ctech-us-hikvision-china-insight-idCAKCN1VJ05C-OCATC\" target=\"_blank\" rel=\"noreferrer noopener\">show<\/a>&nbsp;that Hikvision cameras have been installed in public spaces across Xinjiang and in mass detention facilities, and Hikvision cameras have&nbsp;<a href=\"https:\/\/www.axios.com\/2022\/06\/14\/report-hikvision-cameras-xinjiang-police-uyghurs\">captured footage<\/a>&nbsp;that has led to the detention of Uyghurs.<\/li>\n\n\n\n<li>Hikvision has also&nbsp;<a href=\"https:\/\/ipvm.com\/reports\/hikvision-uyghur\" target=\"_blank\" rel=\"noreferrer noopener\">advertised<\/a>&nbsp;that it offers biometric surveillance technology that can track ethnic minorities, including Uyghurs, though in 2020 the company&nbsp;<a href=\"https:\/\/www.biometricupdate.com\/202007\/hikvision-claims-to-have-phased-out-minority-recognition-in-biometric-surveillance-software\" target=\"_blank\" rel=\"noreferrer noopener\">stated<\/a>&nbsp;its products no longer offer that capability.<\/li>\n\n\n\n<li><a rel=\"noreferrer noopener\" href=\"https:\/\/uhrp.org\/statement\/uhrp-applauds-new-bill-on-magnitsky-sanctions-for-chinese-tech-companies-enabling-genocide\/\" target=\"_blank\">Human rights groups<\/a>\u00a0and the\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.theguardian.com\/world\/2022\/dec\/29\/china-surveillance-protests-alarms-cameras-hikvision\" target=\"_blank\">U.S<\/a>. and\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.bbc.co.uk\/news\/technology-58188325\" target=\"_blank\">other<\/a>\u00a0<a rel=\"noreferrer noopener\" href=\"https:\/\/www.edinburghlive.co.uk\/news\/edinburgh-news\/edinburgh-council-tear-down-cctv-25381201\" target=\"_blank\">governments<\/a>\u00a0have accused Hikvision of participating in human
